Day 1: October 15th, 2019

Nancy Giunto serves as executive director of Washington Health Alliance, a multi-stakeholder nonprofit that offers objective reporting of progress on measures of health care quality and value, as well as a trusted forum for critical conversations about health care system improvement. Since joining the Alliance in September 2014, Nancy has overseen the organization’s strategic direction, including its legislative agenda, continued statewide expansion, and the publication of new reports. Nancy is also responsible for the Alliance’s partnership with the Washington State Health Care Authority, which includes the development and publication of results for the Washington Common Measure Set on Health Care Quality and Cost.
Previously Nancy served 14 years as executive director of Foster Pepper law firm in Seattle, where she purchased health care for close to 300 attorneys and staff.
Nancy has had a long career in health care, first at National Institutes of Health in Washington D.C. as a program analyst, and then at the American Hospital Association. She spent seven years as an administrative leader at Intermountain Health Care, a large health care system in Salt Lake City. In her last position with Intermountain Health Care, Nancy served as the chief operating officer of the system’s second largest hospital. For ten years she was employed by Providence Health & Services in a variety of positions including chief operating officer and operations administrator for a hospital and special assistant to the CEO working on significant system initiatives.
Nancy is a Board Member of the Network of Regional Healthcare Improvement (NRHI) and serves as chair of the organization’s Strategic Planning Committee as well as on its Executive Committee. NRHI is a national membership organization representing close to 40 Regional Health Improvement Collaboratives (RHICs).
Nancy is very active in the local business community. She was a member of Seattle Rotary 4, one of the largest Rotary clubs in the world, for fifteen years, including serving as the Chairperson of the Rotary Business Mentor Committee. Nancy is also currently a Board member of the Seattle Metropolitan Chamber of Commerce and a member of the Advisory Panel for Cambia Grove.
In 2018, Nancy was invited to testify, on behalf of the Alliance, in the US Senate Health, Education, Labor and Pensions Committee on “Reducing Health Care Costs: Examining How Transparency Can Lower Spending and Empower Patients.”
Nancy graduated summa cum laude from The Ohio State University with a B.S. in biomedical communications. She also earned a Master of Health Administration degree from The Ohio State University.

The Path to Affordable Care

Nancy Giunto, Executive Director, Washington Health Alliance

Carrie Baker has been working in and around healthcare in Columbus and across Ohio since 2001. She has focused on advocacy and quality improvement with providers and payers in non-profit and membership organizations. Carrie has worked closely with the Ohio General Assembly and various Ohio Administrations, as well as officials in the federal government, on issues such as payment reform, hospital reimbursement, chronic disease management and child health priorities. Former employers include the Ohio Nurses Association, the Ohio Manufacturers’ Association, the Ohio Department of Job and Family Services, the Ohio Children’s Hospital Association and as the President of her own consulting group. 

Carrie currently serves as President and CEO of the Healthcare Collaborative of Greater Columbus. The Healthcare Collaborative of Greater Columbus (HCGC) is an independent, non-profit organization committed to transforming healthcare to ensure that all people in the Columbus region have the best healthcare experience possible, with special focus on increasing health equity and engaging multiple stakeholders- all provider types, payers, purchasers, and consumers-in improvement and coordination activities. HCGC is an affiliate organization of the Columbus Medical Association and an active member of the Network for Regional Healthcare Improvement (NRHI), a national organization representing more than 30 Regional Health Improvement Collaboratives (RHICs) like HCGC all across the country. Under Carrie’s leadership, HCGC hosts a multitude of regional meetings and learning groups, collects and reports quality improvement measure data, offers consultation and alignment regarding various systems of care improvements in Central Ohio, facilitates patient family advisory councils in Columbus and coaches physician practices toward value based care. Most recently, HCGC transitioned the Community Pathways HUB model from United Way of Central Ohio to HCGC leadership, has been contracted by the Patient Centered Outcomes Research Institute to disseminate and utilize PCORI research in Central Ohio and is implementing MOC Part 4 Portfolio Sponsorship Program for physician quality improvement in partnership with CMA-the first MOC program of this collaborative nature in the country.

Carrie Baker, President & CEO

Julie Sonier became President of MN Community Measurement in May 2017. She holds a master’s degree in public affairs from Princeton University, and a bachelor’s degree in economics from Amherst College. Julie has 20 years of experience in health care policy and reforms to improve health care cost, quality and access. Most recently, she directed Minnesota’s State Employee Group Insurance Program, which purchases health care on behalf of 127,000 Minnesotans. She also has previously served as Minnesota’s state health economist and worked with states across the nation through the University of Minnesota’s State Health Access Data Assistance Center (SHADAC).

Julie Sonier, President & CEO

Barbra Rabson is the President and CEO of the Massachusetts Health Quality Partners (MHQP). Under Barbra’s leadership since 1998, MHQP has become one of the most trusted names in performance measurement and public reporting of health care information in Massachusetts and in the nation. She has led MHQP to issue three first in the nation statewide public releases of hospital and physician performance information, including the first in the nation collaboration with Consumer Reports to jointly release performance results on MA primary care physicians on a statewide patient experience survey. 

Barbra is a member of the MA Executive Office of Health and Human Services Quality Measure Alignment Task Force and Quality Subcommittee. She is also a founding member and past Board Chair of the Network for Regional Healthcare Improvement (NRHI), a national network of regional health improvement collaboratives.  Barbra received her Master’s in Public Health from Yale University and her undergraduate degree from Brandeis University.

Presentation Slides: Activating Consumers to Improve Outcomes and Lower Costs
Barbra Rabson, MPH, President & CEO

Ashley Edwards is the Chief Innovation Officer for the VCHI. In this role, she is managing several of the VCHI’s core research and demonstration projects.  She is also the administrator of the Virginia Health Innovation Network, VCHI’s learning and collaboration community. 

Prior to joining VCHI, Ms. Edwards directed the launch of the Virginia Health and Wellness Passport project at the Virginia Community Healthcare Association. A pilot initiative funded by the State Health Access Program, the Passport offered a pathway to insurance and wellness services for Virginia small businesses and their employees. 

Ashley has over fifteen years’ experience in quality improvement and change implementation. She previously served as the Director of Programs and Quality Initiatives at the Medical Society of Virginia Foundation where she oversaw the Foundation’s nationally recognized TO GOAL™ chronic disease quality improvement initiatives and the DOC RxRelief medication assistance program for the uninsured. 

Ms. Edwards received her undergraduate degree in Public Health and Health Information Systems from James Madison University.  She earned at Master of Healthcare Delivery Science from Eastern Virginia Medical School. Additionally, she completed coursework at the Institute for Healthcare Improvement in Leading Quality Improvement and received professional training and certification as a Health Coach, with a focus in nutrition, from the Institute for Integrative Nutrition. She is a graduate of the 2013 class of LEAD Virginia. In 2014, she was selected as one of Style Weekly’s “Top 40 Under 40”. 

Dr. Lundblad is the President and CEO of Stratis Health, a Minnesota-based non-profit organization. She has responsibility to develop, support, and ensure successful achievement of Stratis Health’s mission to lead collaboration and innovation in health care quality and safety, and serve as a trusted expert in facilitating improvement for people and communities. She has an extensive background in program development and management in both non-profit and education settings. 

She has a BA in speech communication and economics from Macalester College, an MBA in public and non-profit management from Boston University, and a PhD in Education with a focus on training and organization development at the University of Minnesota. Her dissertation research was on “Teamwork and Safety Climates in Small Rural Hospitals.” Jennifer is a member of the national RUPRI (Rural Policy Research Institute) Health Panel, Chair of the Minnesota Cancer Alliance Steering Committee, and a member of the Minnesota e-Health Initiative Advisory Committee, Women’s Health Leadership Trust, and Minnesota Healthcare Quality Professionals. She serves as a Board member for the American Health Quality Association, Minnesota Alliance for Patient Safety, and OnPoint Health Data. She is Adjunct Assistant Professor in the Division of Health Policy and Management at the School of Public Health at the University of Minnesota.

Individual Presentations

Craig Brammer serves as President & CEO of the Network for Regional Healthcare Improvement (NRHI) & The Health Collaborative, a regional health improvement collaborative in Cincinnati. In these concurrent roles, he is responsible for helping leaders set a shared strategic direction and execute on a broad agenda of improving health and healthcare across the country. 

At NRHI, Craig oversees a membership base of over 30 members/state partner regional health improvement collaboratives that are working to improve health, reduce price, and eliminate waste in their communities. At The Health Collaborative, Craig manages a $15 million annual budget and leads a team of 65 health professionals focused on the organization’s three work streams: Healthcare Improvement, Population Health, and Clinical Informatics. 

He previously served on the leadership team at the Office of the National Coordinator for Health Information Technology in Washington, DC, where he focused on the intersection of technology and payment policy and led a $260 million Federal technology innovation program. 

A Cincinnati native, Craig earned his master’s degree in Organizational Behavior at the University of Cincinnati. He looks forward to splitting his time between Ohio, Maine, and Washington, D.C., and working with NRHI members across the country to achieve a higher quality, affordable healthcare system for all. 

In January of 2019, The Duke-Margolis Center for Health Policy appointed Susan Dentzer as a Visiting Fellow. Dentzer has been involved with the Center since its beginning as a member of the Duke-Margolis Advisory Board.  

A health policy expert and top-rated editor and journalist, Dentzer recently served as the president and chief executive officer of the Network for Excellence in Health Innovation, an organization that conducts research and promotes constructive change in health care. Prior to her work at NEHI, Susan was editor-in-chief of the policy journal Health Affairs from 2008 to 2013 and was an award-winning on-air Health Correspondent for the PBS NewsHour for a decade. She is the editor and lead author of the book Health Care Without Walls: A Roadmap for Reinventing U.S. Health Care, a member of the National Academy of Medicine and Council on Foreign Relations, a fellow at National Academy of Social Insurance and the Hastings Center and a member of the Board on Population Health and Public Health Practice of the National Academies of Science, and serves on the Boards of Directors of the International Rescue Committee, Research!America, and the Public Health Institute. 

Dentzer graduated from Dartmouth, is a trustee emerita of the college, and chaired the Dartmouth Board of Trustees from 2001 to 2004. She has served as a member of the Board of Overseers of Dartmouth Medical School for more than two decades. Dentzer holds an honorary master’s degree from Dartmouth and an honorary doctorate in humane letters from Muskingum University.

Susan Dentzer, Duke-Margolis Center for Health Policy Visiting Fellow

Christopher Koller is president of the Milbank Memorial Fund. The Fund is a 114-year operating foundation that improves population health by connecting leaders with the best information and experience. Before joining the Fund, he served the state of Rhode Island as the country’s first health insurance commissioner, an appointment he held from March of 2005 through June of 2013. Under Mr. Koller’s leadership, the RI Office of the Health Insurance Commissioner was nationally recognized for its rate review process and its efforts to use insurance regulation to promote payment reform, primary care revitalization, and delivery system transformation. The Office was also one of the lead agencies in implementing the Affordable Care Act in Rhode Island.  

 

Prior to serving as health insurance commissioner, Mr. Koller was the CEO of Neighborhood Health Plan of Rhode Island for nine years. In this role, he was the founding chair of the Association of Community Affiliated Plans. Mr. Koller has a bachelor’s degree (summa cum laude) from Dartmouth College and masters’ degrees in social ethics and public/private management from Yale University. He is a member of the National Academy of Medicine’s Health Care Services Board and serves in numerous national and state health policy advisory capacities. Mr. Koller is also adjunct professor of community health in the School of Public Health at Brown University.

Christopher Koller, President, Milbank Memorial Fund

With more than 25 years’ experience as a senior-level professional in health care related positions, Katherine H. Capps leads an award-winning team that helps clients identify new customer segments; conducts research to develop messaging and create effective communication campaigns; designs strategies to strengthen market position; and consults with clients to enhance program effectiveness. As president of Health2 Resources, she was instrumental in the launch of the Patient-Centered Primary Care Collaborative (PCPCC), lending expertise for both strategic organizational development and marketing and communications leadership in its first five years.  

Katie established Health2 Resources in 1998 after serving as president of the Alabama Healthcare Council, an all-CEO business coalition representing 350,000 insured lives. Under her leadership, the AHC managed the nation’s first community-wide health care, clinically-sourced outcomes data collection project, including system selection, project design and fundraising for ongoing clinical outcomes measurement. The project concluded with public release of program outcomes and hospital “report cards.” Initial results made a significant community health and awareness impact through a science-based CQI process.. During her tenure, the AHC also established the state’s first community-based, multi-company claims-based measurement system (MedStat) pooling multiple employers’ data.  

Prior to that, she served 12 years as a hospital administrator at both for-profit and not-for-profit hospital/health care systems. Katie’s deep knowledge of how health care is purchased and delivered is gained from her years representing buyer, provider and consumer perspectives.  

Katie has served as a board member for the National Business Coalition on Health, the purchaser committee for the National Committee for Quality Assurance and the National Advisory Board of NBCH, as well as various civic boards. She is a frequent writer on topics relating to quality, health care cost and market-based health care reform and use of information technology in health care. Currently, she serves on the board of the Washington Adventist Health Foundation, the advisory board for the Institute for Health and Productivity Management, the Healthcare Industry Access Initiative and Emmi Solutions and on numerous editorial boards.

Lewis G. Sandy, MD, MBA, is senior vice president, clinical advancement, UnitedHealth Group. At UnitedHealth Group he leads efforts to promote efficient and effective health care, provide tools and information to doctors and patients to promote health, advance productive partnerships and collaborations among physicians and medical/specialty societies, and foster the growth of evidence-based medicine. He also is a principal in the UnitedHealth Center for Health Reform and Modernization, with a focus on payment/delivery innovation and policy.  From 2003 to 2007, he was executive vice president and chief medical officer of UnitedHealthcare, UnitedHealth Group’s largest business focusing on the employer/individual health benefits market. From 1997 to 2003, he was executive vice president of The Robert Wood Johnson Foundation, the nation’s largest health-focused private foundation, where he was responsible for program development and management, strategic planning and administrative operations. Prior to this, Dr. Sandy was a program vice president of the The Robert Wood Johnson Foundation, focusing on workforce, health policy, and chronic care initiatives. An internist and former health center medical director at the Harvard Community Health Plan in Boston, Massachusetts, Dr. Sandy received his BS and MD degrees from the University of Michigan and an MBA degree from Stanford University. A former Robert Wood Johnson Foundation clinical scholar and clinical fellow in medicine at the University of California, San Francisco, he served his internship and residency at the Beth Israel Hospital in Boston. Dr. Sandy is a senior fellow of the University of Minnesota School of Public Health, Department of Health Policy and Management.

Lewis Sandy, MD, MBA EVP, Clinical Advancement, UnitedHealth Group

David Muhlestein, PhD, JD, is Chief Research Officer based in Washington, DC.  He directs the study of accountable care organizations through the LP Center for Accountable Care Intelligence and leads the firm’s quantitative evaluation of health care markets. He is an expert in using policy analysis, predictive modeling, and applied analytics to understand the evolving health care landscape. 

David also serves as Adjunct Assistant Professor of The Dartmouth Institute (TDI) at the Geisel School of Medicine at Dartmouth College, is a Visiting Policy Fellow at the Margolis Center for Health Policy at Duke University and is a Visiting Fellow at the Accountable Care Learning Collaborative.  In these roles he conducts research to translate learnings of high-performing organizations for the benefit of the broader health care system. 

David earned his doctorate in health services management and policy, JD, MHA, and MS from The Ohio State University, and a BA from Brigham Young University.

Panel Discussions

Shelly Zuzek has 30 years’ experience in the mental health arena. She is the Director of Integrated Care at Vail Place, a mental health nonprofit that serves as a hub for addressing social determinants for people with serious and persistent mental illnesses. Ms. Zuzek leads Vail Place’s partnerships with health care providers, including an innovative pilot with North Memorial Health Care that has substantially reduced ED visits and inpatient psychiatric unit readmission rates.

Ms. Krause is Vice President of the Minnesota Health Action Group, nonprofit coalition of public and private purchasers whose sole purpose is to represent the collective voice of those who write the checks for health care in Minnesota. In this role, she is directly involved in major Action Group initiatives, including the organization’s Mental Health Learning Network, annual employer benefits survey, annual employer leadership summit, community dialogues, and member meetings. She collaborates with other purchasers nationally by representing The Action Group on work groups led by the National Alliance of Healthcare Purchaser Coalitions. Deb also represents employers/purchasers on Minnesota Community Measurement’s Board of Directors and several committees/work groups. Deb has a B.S. in Business Administration from Valparaiso University and an M.B.A. in Finance from the University of Wisconsin—Madison. 

Claire Neely, MD, currently serves as the President and CEO for the Institute for Clinical System Improvement (ICSI).  ICSI brings healthcare leaders and other stakeholders together to initiate positive change by focusing on the tough challenges where competitive forces need to be set aside to improve health outcomes.  A healthcare leader for more than three decades, Dr. Neely is known for her expertise in managing, influencing and driving continuous quality improvement in healthcare. Dr. Neely practiced pediatrics and adolescent medicine at HealthPartners for more than 27 years.  She earned her medical degree at Washington University School of Medicine in St. Louis, is board certified in pediatrics, and is a Fellow of the American Academy of Pediatrics. 

Andrea Walsh is president and chief executive officer for Minnesota-based HealthPartners, the largest, consumer-governed, nonprofit health care organization in the nation. Throughout her career, Walsh has been passionate about health and deeply committed to making a difference in people’s lives. Today, she leads a team of more than 26,000 people focused on the mission of improving health and well-being in partnership with patients, members, and the community. 

Prior to her appointment as president and CEO in 2017, Walsh was part of the HealthPartners senior executive team for more than 20 years. She served as executive vice president and chief marketing officer for nearly 15 years and joined HealthPartners in 1994 as senior vice president and corporate counsel. Prior to joining HealthPartners, she practiced law and was an assistant commissioner at the Minnesota Department of Health. She is a graduate of the University of Minnesota Law School and the University of Kansas. 

Walsh has a long history of community service. She currently serves as a trustee for the Minnesota Science Museum and is the immediate past chair, and she is also on the board of the Minnesota Business Partnership. 

HealthPartners is an integrated system that includes a care delivery system with more than 1,800 physicians, eight hospitals, 55 primary care clinics, 22 urgent care locations and numerous specialty practices in Minnesota and western Wisconsin, a large dental practice, 1.8 million members in top-rated medical and dental health plans, and the HealthPartners Institute.

Jan Malcolm was appointed in January 2018 as commissioner for the Minnesota Department of Health. Malcolm is responsible for directing the work of the Minnesota Department of Health. MDH is the state’s lead public health agency, responsible for protecting, maintaining and improving the health of all Minnesotans. The department has approximately 1,400 employees in the Twin Cities area and seven offices in Greater Minnesota. 

Prior to being appointed commissioner, Malcolm was an adjunct faculty member at the University of Minnesota School of Public Health, where she co-directed a national research and leadership development program funded by the Robert Wood Johnson Foundation. Earlier she also helped develop initiatives to strengthen the nation’s public health system as a senior program officer at the Robert Wood Johnson Foundation.  

Malcolm previously served as CEO of the Courage Center and as President of the Courage Kenny Foundation following the merger of Courage Center and the Sister Kenny Rehabilitation Institute. She has also worked as Vice President of Public Affairs and Philanthropy at Allina Health. From 1999 to 2003, Malcolm served as Commissioner of the Minnesota Department of Health. Throughout her career, Malcolm has been active in state and national health care, public health associations, and government commissions on health care access and quality.  Malcolm is a graduate of Dartmouth College.

Ann-Marie Akiwumi, Data Analytics Lead at IMPAQ International, LLC, has over 10 years of experience conducting data analytics, data validation and statistically valid random samples and extrapolations for a variety of contracts with the U.S. Department of Health and Human Services. Recent work includes analyzing data on customer inquiries into the Quality Payment Program (QPP) help desk and contributing to the development of several of the cost measures included in QPP. Additional large-scale data work Ms. Akiwumi has been involved in includes developing quality and health care cost-related measures for the QPP program and leading a team of statisticians who analyzed state Medicaid data including claims and administrative data for behavioral health, as well as data on transportation services, long-term care, community-based waivers, children’s school services, and provider and beneficiary enrollment. 

Rick Foster serves as the Executive Director of the Alliance for a Healthier South Carolina and as Senior Advisor to the Association in the area of Population Health Improvement. Dr. Foster has served in a senior executive role with SCHA since 2007, initially serving as Senior VP for Quality and Patient Safety. He also serves as a population health consultant to the SC Department of Health and Human Services, the SC Office of Rural Health and SC DHEC, and as a senior strategic advisor to Sharing Hope SC, the Organ Procurement Organization for South Carolina. Prior to joining SCHA, Rick served as chief medical officer for Trident Health System in Charleston, S.C. His primary responsibilities at SCHA include leading the work of the Alliance for a Healthier South Carolina and providing consultative services and technical assistance to SC organizations at the state and community levels committed to achieving the Triple Aim of better health and healthcare for all South Carolinians at lower cost through collective impact. 

Katelin is a quality and community engagement specialist at Mountain-Pacific Quality Health. Katelin is a descendant of the Blackfeet Tribe and has resided on the Blackfeet Reservation nearly all her life. Katelin earned two master’s degrees from the University of Montana in Business Administration and Public Health. She also earned her baccalaureate degree from Arizona State University in management and lifetime spent working, living and progressing the Blackfeet Indian Reservation. Katelin currently works with the Blackfeet Community Hospital and the Fort Belknap Service Unit on the Partnership to Advance Tribal Health (PATH). In addition, Ms. Conway is the lead for the trauma informed care project in Indian Health Organizations across Montana.  Katelin has a wealth of knowledge and experience in project management and quality improvement.
